A- Vehicles are not allowed to enter to the apron and TWY without prior permission, except for the fuel trucks and the authorized vehicles. B- Vehicles are not allowed to enter to the apron after starting engines. C- Engines can only be started on purpose of test while the helicopters are on maintenance test parking area. 2- HELİPORTTAKİ HELİKOPTERLERİN HAREKET TARZI 2. RULES OF THE HELICOPTER IN THE HELIPORT A- Bütün helikopterler çalıştırma, taksi, hover ve kalkış için kuleyle irtibat kuracaklardır. B- Helikopterlerin park yerinden ve taksi yolundan kalkışına müsaade edilmez. C- Apronda birden fazla helikoptere taksi müsaadesi verilmez. Taksi sürati maksimum 5 Kt.’dr. D- Helikopterler apron da diğer trafikleri takip etmek zorundadır. E- Helikopterler motor çalıştırdıktan sonra kalkış noktasına geçmek için kule müsaadesi almak zorundadır. F- Kalkışlar yalnız panelden ve belirtilen istikamete yapılır. G- İnişini tamamlayan helikopter park yerine taksi için kuleden müsaade almak zorundadır. A- All the helicopters must call the heliport tower for start up, taxi, hover and take-off. B- Helicopters are not allowed to take-off from the parking area and TWY. C- Helicopters are not allowed to taxi on the apron if there is more than one helicopter at the same time. Taxi speed is max. 5 knots. D- Helicopters must control each other on the apron. E- After starting engines, helicopters must get permission from the tower before taxing to FATO. F- Take-off is permitted only from TLOF and only for permitted direction. G- Landed helicopters must get permission from the tower to taxi from the FATO to the park areas. 3- YER VASITALARI GENERAL: 3. GROUND VEHICLES A- Aprondaki kara vasıtalarının hızı 10 km saati geçemez. B- Araç şoförleri helikopterleri takip etmek zorundadır. C- Araçların apronda bırakılmasına müsaade edilmez. D- Gece şartlarında hiçbir aracon farlarını helikopterlere doğru kullanmasına müsaade edilmez. Helikopter çalışırken sadece park lambalarının yakılmasına müsaade edilir. A- Speed limit for the vehicles on the apron is 10 kilometers per hour. B- Drivers must control up the helicopters. C- It is not permitted to park vehicles on the apron. D- The vehicles are not allowed to light their headlights through the helicopters at nights. Only the parklights are permitted when helicopters start up. LTHD AD 3.20 GÜRÜLTÜ ÖNLEME USULLERİ LTHD AD 3.20 NOISE ABATEMENT PROCEDURES NIL NIL AIRAC AMDT 02/11 DHMI - ANKARA AIP TURKEY AD 3 LTHD-7 23 SEP 10 LTHD AD 3.21 UÇUŞ USULLERİ LTHD AD 3.21 FLIGHT PROCEDURES HELİPORT TRAFİĞİ HELIPORT TRAFFIC GENEL KAİDELER GENERAL PROCEDURES: A- Eğitim uçuşları; yönergeler ve özel emirlerin doğrultusunda eğitim sahaları ve/veya kontrol sahası içerisinde yapılacaktır. B- Hiçbir hava aracı uçuş emniyet kurallarını ihlal etmeyecektir. C- IFR şartlarda uçacak helikopterler DİYARBAKIR yaklaşmanın talimatlarına riayet edeceklerdir. D- Eşref Bitlis heliportuna gelecek helikopterler önce DİYARBAKIR meydanına alçalmalarını tamamlayacak. VFR şartları temin ettikten sonra Eşref Bitlis Heliportuna görerek yaklaşacaktır. A- Training flights are executed in the training areas and/or within the control zone in accordance with the instructions and special orders. B- No Aircraft may violate flight safety rules. C- Helicopters flying IFR should execute the DYARBAKIR APPROACH instructions. D- IFR traffics intended to land Eref Bitlis Military Heliport should first execute instrument approach procedures for DYARBAKIR airport and then visual approach procedures for Eref Bitlis Military Heliport. 1A- B- Kalkışlarda en az 1 NM’ den önce yan bacağa dönüş yapılmayacaktır. C- Son yaklaşmada paneller hattı en az 1 NM mesafede karşılanmış olacaktır. 1- HELICOPTER TRAFFIC A- Heliport traffic pattern will be executed East of heliport. B- No turning shall be made to crosswind leg before at least 1 NM after takeoff. C- Aircraft shall be aligned with the helipad centerline at least 1 NM on final approach. 2- 2- HELİKOPTER MEYDAN TRAFİĞİ Meydan turu meydanın doğusunda yapılacaktır. ACİL DURUMLAR EMERGENCY PROCEDURES A- Apron üzerinde havır taksideki helikopter arıza durumunda önce inişi tamamlayacak sonra kule ikaz edilecektir. B- Kuleden yardım isteyen arızalı hava aracına kule iniş önceliği verir. Bu durumda diğer helikopterler iniş alanından mümkünse uzaklaştırılır. A- If a helicopter has an emergency during hover taxi on the apron, it should first execute the emergency procedure and then inform the tower. B- The tower gives landing priority to helicopter in emergency. In this case the other helicopters on the apron should be removed if ipossible. 3- HARİÇTEN GELECEK HELİKOPTERLERİN HAREKET TARZI: 3- THE PROCEDURES HELICOPTERS: A- Hariçten gelecek helikopterler Eşref Bitlis meydan talimatı ve kulenin vereceği talimatlara uymak zorundadır. B- Misafir hava araçları kule operatörünün vereceği talimata göre uçuş hattı nöbetçi teknisyeni tarafından park ettirilir. C- Misafir hava aracının pilotu geliş sebebi ve ihtiyaçları hakkında bilgi verir. Heliport misafir hava aracı kayıt defterine gerekli kayıtları yapar. Uçu plann Hrk.ve Et. b.Md.lüü’ne verir. Uçuş; kule operatörünce kapatılır. A- Visitor helicopters have to follow instructions of Eref Bitlis and directions of the tower. D- Eşref Bitlis heliportuna inmek isteyen sivil helikopterler 24 saat önceden Jandarma Genel Komutanlığından izin almak zorundadır. DHMİ - ANKARA FOR THE VISITOR B- The visitor helicopters are parked by marshal according to the directions of the tower. C- The visitor helicopter pilot should inform the reason of his landing and his needs, records the necessary information on the heliport registry. Before leaving he should fill in the flight plan and submit it to heliport authority which puts an end to the flight. DThe helicopters intending to land Eref Bitlis Military Heliport have to get permission from Gendarmerie General Command 24 hours before the take off time.
